Amaç Bilişim teknolojileri son yıllarda bilimsel ve ekonomik alanlarda yaşanan hızlı gelişmelerin itici gücü olmuştur. Günümüzde bilişim sistemleri, bankacılıktan otomotiv sanayine, sağlık bilgi sistemlerinden şirket yönetimine, telekomünikasyon sistemlerinden hava taşımacılığına çok geniş alanlarda kullanılmaktadır. Bilişim teknolojilerindeki ve sektöründeki gelişmelere paralel olarak, özellikle alanında uzmanlaşmış insan kaynağı gereksinimi hızla artmaktadır. Ülkemizde bilişim alanında yetişmiş insan gücü açığı oldukça fazladır. Bilişim sistemleri Mühendisliği (BSM) Lisansüstü Programı ile hızlı değişim gösteren bilişim sektörüne, teknik altyapıya ve çözüm üretme yeteneğine sahip geleceğin liderlerinin hazırlanması amaçlanmaktadır. Eğitim-öğretim ve araştırma alanlarındaki hedeflerimiz şu şekilde sıralanabilir: • Teknik alanda yenilikçi ve mükemmel hizmet anlayışı, • Güvenilir ve güvenlikli hizmetler, • Personel uzmanlığı ve profesyonelliği, • Kaynakların verimli kullanımı, • Dış ve iç ortak çalışma olanakları. Information technologies have been a motivating force of the rapid developments occurring in science and economy recently. Today, information systems have been utilized in widespread areas, such as banking, automotive industry, health data systems, firm management, telecommunication systems, aerial transportation, etc. In parallel to the developments in the information technologies and in the related sector, there is an increasing need for the trained personnel, of which there is a huge lack in our country. With the Information Technologies Engineering (ISE) Graduate Program, it is aimed to train the future’s leaders who has technical background as well as problem solving ability in the rapidly changing information sector. Our goals in teaching and research can be summarized as: • Technical innovation and service excellence, • Reliable and secure systems, • Staff expertise and professionalism, • Cost-effective use of resources, • External and internal partnerships.

Kabul Koşulları Yüksek lisans programına başvurabilmek için; a) ilgili alanda lisans diplomasına sahip olmak b) Akademik Lisansüstü Eğitim Sınavı’ndan başvurduğu programın puan türünde en az 55 standart puan veya GRE ya da GMAT sınavlarından eşdeğer bir puan almış olmak gerekir. c) Adayların, İngilizce/Fransızca/Almanca dillerinden herhangi biri için geçerli ulusal veya uluslararası dil sınavlarından üniversitenin belirleyeceği en az taban puana eş değer puanı almış olması gerekir. Başvuru koşullarını sağlayan adaylar arasından, mülakat yapılarak güz ve bahar yarıyılları başında öğrenci alınır. Adayların başvuru işlemleri, Fen Bilimleri Enstitü Müdürlüğü tarafından yürütülür. . Başvurduğu programın puan türünden Akademik Lisansüstü Eğitim Sınav puanının veya GRE/GMAT puanının % 50’si, lisans mezuniyet not ortalamasının % 20’si ve mülakat notunun % 30’u değerlendirmede dikkate alınır. Adayın başarılı sayılabilmesi için, başarı değerlendirmesi/notunun en az 60 olması gerekir. Mülakat notu, 60’ın altında olan adaylar başarısız kabul edilir. Uluslararası öğrenciler, Yükseköğretim Kurulu tarafından belirlenen kurallar çerçevesinde uluslararası geçerliliği olan sınavlarla kabul edilmektedir. Değişim öğrencilerinin programa kabulü ikili anlaşmalar çerçevesinde yapılmakta ve Uluslararası İlişkiler Birimince yürütülmektedir. In order to apply for master's program, candidates are required to have: a) a bachelor's degree in the relevant field b) Academic Graduate Education Examination score type of the refered program at least 55 points or an equivalent score of GRE or GMAT. c) language score for one of English / French / German which have national or international validity and this score must be higher than minimum passing score of university For admission of students, among the candidates who fulfill the requirements of the application, an interview carried out at the beginning of the fall and spring semesters . The process of application of candidates are performed by Faculty of sciences. %50 of academic postgrade education exam or GRE/GMAT grade, %20 of bachelor graduate grade and %30 of oral interview grade are considered in evaluation of applied programme. Candidate is obliged to have an attainment evaluation grade of minimum 60 to be assigned as succeeding. Candidates, the oral interview grade of whom are under 60 are assigned as failed. International students are accepted via the examinations which are available within the framework of international regulations, determined by High Education Council. The acceptance of transition students to programme is accomplished within the framework of dual agreements and performed by international association agency. The acceptance of national student is performed by Farabi Exchange programme and international student acceptance is performed by student affairs presidency.

In order to be awarded a degree from MSc programs with thesis, candidates are required to succeed in 7 courses, a seminar and thesis study. The total workload to be accomplished for MSc programs with thesis is 120 ECTS.

Upon the successful completion of the program, graduates can continue their academic studies at Ph. D programs in the related fields of study on condition that they get the required score from related test parts of ALES (Examination for Academic Personnel and Postgraduate Education) and providing that they certify their foreign language proficiency through central or internationally valid examinations such as TOEFL,YDS,etc.

Recognition of Prior Learning

Lateral transfer is possible for students of master's and doctorate programmes who have successfully completed at least one semester at another department of the same university and the same institute, or at a master's and doctorate programme of another equivalent institute of another higher education institute. According to the related bylaws, the courses that a lateral transfer student should take within the scope of 'Programme Adjustment' are determined by the committee of the relevant department. The determination of which and how many of the previously taken courses should be recognized within scope of the minimum course load, is suggested by the advisor and the committee of the relevant department,as well. "Full Recognition" is provided upon the approval of those courses by the board of chairs of relevant institute.

Kocaeli University guarantees in advance that all credits gained and courses received by an Erasmus student after the mobility abroad will be fully recognized and transferred into Kocaeli University system and upon arrival with the approval of the authorities and the student. While preparing the" Erasmus Credit Transfer and Grade Equivalency Table" the ECTS grades are transmitted to Kocaeli University grading system.

Turkish higher education institutions are in the start-up phase about the recognition of informal and non formal education. However; computer and foreign language skills that students improve on their own, are evaluated through exemption examinations by the university. Students who prove to be proficient in such exams are exempted from related course(s).

Examination Regulations, Assessment and Grading

Evaluation of a course during a half-year term is made by means of midterm examinations, projects, seminars, presentations, field work, quizzes, homework, applications, laboratories and similar means. Studies during a half-year term, types and rates of measurement and evaluation are at a range between 30% and 70% and evaluation weight of during and ending half-year term are announced to students in the system. Midterm and final examinations are executed at dates as given in the academic calendar. Period-end success grades are given by the academic who is responsible of the course, based on midterm and final examination grades as well as studies carried out during the term and attendance. In order to be eligible for the half-year term-end measurement and evaluation, a student has to have attended at least 70% of theoric courses that are registered in for the first time and at least 80% of application and/or laboratory courses. Any student who fails to meet this condition is given an absence grade (letter D in Turkish standing for “Devamsız”). In case of course repetition too, these conditions have to be met. Only in case of repeating a theoric course, attendance of which is taken, the condition of attendance is not asked for. A course may have been identified as an ongoing study at the beginning of the period. Measurement and evaluation of an ongoing study is transformed to a success grade, latest at the end of half-year tem-end evaluation period. Period-end success grades of these courses are determined based on the studies carried out by the students during the period. Evaluation of each one of during and ending half-year studies of all courses is quantified out of 100 points.
